In order to convert a foreign driving license to a Singapore driving license, we have to:

- Perform conversion at the Traffic Police Headquarters

1. Make Appointment with your Preferred Driving Center
There are 3 driving centers in Singapore. I chose ComfortDelGro Driving Center (CDC) at Ubi for its location.
In order to book a date for my BTT, I have to create an account at CDC counter in person. They do not accept walk-ins due to the pandemic, and the private learner account (self study without package) can't be created online either.

This self study account without package (without e-Trials) is recommended to those who do not wish to take e-Trial tests before the actual BTT. E-Trial tests are mock tests. Most people would suggest going through the e-Trial because the questions are similar to the actual BTT questions.
After going through the procedure, I realized I could actually just sign up online for the self study package that includes 2 e-Trial tests (cause I want to do e-Trial).
Nevertheless, after I've made some calculations, the package is not cheaper than purchasing E-trials separately after creating a basic account.
But I guess by creating the account with package online, you don't have to wait a month for an available appointment slot. (But you might still be required to go CDC for eyesight test? Not sure about this)

There are new car learners practicing within the vicinity. So, be careful whenever you cross the road, and only cross at the pedestrian crossings.
Due to the COVID-19 pandemic, all visitors are required to check-in using SafeEntry and go through body temperature screening before entering the building.
Once you've went through those, you will see an entrance into a centre/office with a huge 'CUSTOMER SERVICE' wording above it.
Walk in, and you'll see someone at the 'queue booth'. Approach him/her and show your email confirmation (no need to print out). I was asked for my mobile number to search for my appointment. I was also asked for my purpose of being there, in which I told her that I wanted to create an account to take BTT for conversion of foreign driving license.
She asked if I'm gonna self-learn, and I answered Yes.
I was given a queue number and then I took a seat at the waiting area.

I sat down, said hi, and waited for the staff to respond.
When she didn't respond, I proceeded to say what I'm here for.
She then asked for my IC.

She gave me the receipt together with a piece of paper that states my Learner ID and explained the password needed to login my CDC account.

She then asked me to scan a QR code to download CDC's app. We will need this to access the CDC account and also to book BTT.
And with that, my session at CDC came to an end.

Additional Information:
Before we move on, I would like to share my experience where I changed my pass type from S Pass to LTVP before my BTT date.
(I registered with CDC using S Pass)
I sent an online enquiry to CDC to check the procedures. CDC then replied saying that I do not need to visit them to update my pass type IF my FIN is the same on both S Pass and LTVP.
Reason: They will verify our identity using our FIN during BTT. So, if my FIN didn't change after getting my LTVP, I don't have to visit them to update FIN.
But IF my LTVP FIN is different from my S Pass FIN, I can walk-in to update my FIN. No e-appointment is required.
P/S: My LTVP FIN is the SAME as my S Pass FIN. And I didn't encounter any problems during my BTT.

I downloaded 'Basic Theory of Driving - The Official Handbook' that is available on Singapore Police Force (SPF)'s website. The version I read was last updated on 31 March 2020.
I believe the handbook will be updated every now and then. So, when you need it, just Google for BTT handbook XXXX(year) and look for the latest version by SPF.

- Someone shared that we have to photocopy the entire passport. But I only submitted photocopy of the biodata page (the page with our details). The officer did not request for the photocopies of my entire passport.
- Someone also shared that we have to bring our old passports for conversion. But I wasn't asked for it. I observed the officer flipping through my passport's visa pages. I think she's looking for the Singapore arrival immigration stamp. I have 3 SG immigration stamps on my passport: one in 2017, one in 2018 and one in 2019. The officer wrote down the latest stamp date (DD MM 2019) onto my pink form.
So I assumed that if your current passport does not have SG immigration stamp, bring your old passports that has the stamp and the photocopies.
(I entered SG using white card (D/E card) in 2017, 2018 and 2019 because I changed new jobs those years. I left Singapore after ending my employment and came back SG using white card before starting my new job. So if you have been entering Singapore without having to stamp your passport for many many years, then you should bring the passport that has the last/latest SG immigration stamp)

During the pandemic, we are required to serve 14 days quarantine if we return to Malaysia. I do not have that much annual leaves or time to take off work just to return home and get that JPJ extraction.
So, I troubled my mum to call JPJ's hotline to enquire whether the extraction can be obtained by an authorized person a.k.a. my mum instead of me.
My mum visited UTC Penang instead (JPJ was too crowded) for enquiry, and she was given a form to fill in (Lampiran E - Pengesahan Maklumat Lesen Memandu Malaysia Bagi Tujuan Memohon Lesen Memandu Singapura). She was also told to prepare some documents to be submitted with Lampiran E.

I observed that the 8.15am-9.05am and 3.15pm-4.05pm slots are the most popular ones. As you can see above, those time slots are fully booked.

After scanning, the person-in-charge assigned me to sit at Row 2, so I sat at the nearest computer that has its screen switched on.

If you've logged onto the CDC app all these while, you should be able to check your Learner's ID in the app. The password should be your NRIC/FIN without the alphabets (if you did not change the password previously). Nevertheless, just reset your password if you can't remember it.
Once you're logged into the trial system, choose any trial papers to do. After finishing the paper, you can review the correct answers for all questions. Pay attention to those that you got wrong. Once you're done reviewing the correct answers, the trial system will log you out automatically.

You don't have to book in advance for online e-Trial sessions. Whenever you're ready, log into your account on CDC's website and select 'e-Trial test (online)'.
I was charged $12.84 for 1 online e-Trial session done at 10pm.

6. Attend your BTT
BTT at CDC takes place at Level 2, classroom 2. If you're early, take a seat and wait. There's no need to rush to be at the front of the queue. Everyone has a pre-assigned computer inside the classroom anyway.

2. When you're at the front of the queue, give the person-in-charge your NRIC/work pass/visit pass. He/she will ask you to pull down your mask to do a 'manual' face identification (cross check your face with your picture on your ID)
3. Sanitize your hand with the sanitizer provided and get back your ID.
4. Move on to the next person-in-charge who is holding a clipboard. Show him/her your ID again. He/she will look for your name in their list. That list will state your pre-assigned computer/station number. Mine was Station 7.
5. Go to your station/computer and sit down (each computer will show their station numbers on the screen).
6. Silence your mobile phone and keep it in your bag. Place your ID on the table. You are only allowed to place your ID on the table, nothing else.
7. A video will be played in front of the classroom to show you how to go about the test.
8. The person-in-charge will inform us the password needed to start the test later. I'm not sure if it'll be the same throughout CDC, but the password we entered was our own birthdates in DDMM format.
e.g. birthdate 25th December, password is 2512
9. Wait for the BTT test to start. It will start on time.
10. When the time comes, the screen will show your name and NRIC / FIN. Check if it's correct.
11. Key in the password and start the test.
12. Once you finish all 50 questions, end the test and look at your result
Note: They won't be giving any written/physical slips of your result. Once you've finished the test, you can leave. Traffic Police will be able to check your BTT result on their system. There's no need to show physical proof of your BTT result.

7. Foreign License Conversion
1. Go to the Traffic Police Headquarters at 10 Ubi Ave 3, S408865. It's a 15 minutes walk from CDC. Or you can take bus 58 from 'Aft Regent Motors' bus stop, and alight at 'Traffic Police' bus stop.
2. Enter through the Pedestrian entrance, check-in SafeEntry and inform the officer your purpose of visit: Convert driving license.
3. Officer will ask you to wait in the queue to the security booth.
4. When it's your turn, go to the security booth and give the officer your ID (NRIC/Work Pass/Visit Pass) and tell him/her that you're here to convert license. He will ask for your mobile number. Once he records down the info, he will give back your ID together with a Visitor Pass.
5. Wear the visitor pass and walk to the Traffic Police building.
6. Once you enter the building, you'll see a queue ticket machine. Select your purpose of visit and scan/key in your NRIC/FIN/Passport number. Take the queue number.
7. Walk to the waiting area. You will see a pink colored form on the information stand. Take one and fill it in.
8. While waiting for your turn, prepare and arrange the required documents. I only waited for 10 minutes.
9. When your queue number is displayed on the screen, approach the indicated counter. Tell the officer that you want to convert license, and give her all the required documents.
10. While checking my documents, the officer wrote down the expiry date of my LTVP and the date of my last SG immigration passport stamp onto my pink form.
11. The officer will pass you a white form to fill in your mobile number, address and to sign. The Traffic Police will deliver your driving license to the address you stated in this form.
12. The officer will ask for $50 payment. I paid with NETS.
13. Once the procedure is completed. The officer will give you a set of documents which consist of the $50 NETS receipt, a white slip with your details and a small part of the pink form.
2. Enter through the Pedestrian entrance, check-in SafeEntry and inform the officer your purpose of visit: Convert driving license.
3. Officer will ask you to wait in the queue to the security booth.
4. When it's your turn, go to the security booth and give the officer your ID (NRIC/Work Pass/Visit Pass) and tell him/her that you're here to convert license. He will ask for your mobile number. Once he records down the info, he will give back your ID together with a Visitor Pass.
5. Wear the visitor pass and walk to the Traffic Police building.
6. Once you enter the building, you'll see a queue ticket machine. Select your purpose of visit and scan/key in your NRIC/FIN/Passport number. Take the queue number.
7. Walk to the waiting area. You will see a pink colored form on the information stand. Take one and fill it in.
8. While waiting for your turn, prepare and arrange the required documents. I only waited for 10 minutes.
